Ex-manager of YWCA charged for alleged fraud over construction works

The ICAC has charged a former project manager of the Hong Kong Young Women’s Christian Association (YWCA) for alleged fraud in relation to the awarding of construction, repair and renovation works.

Liu Man-giu, 51, faces 25 counts of agent using documents with intent to deceive his principal, contrary to Section 9(3) of the Prevention of Bribery Ordinance.

The defendant will appear in Eastern Magistracy at 9:30 am tomorrow (Friday) for mention.

At the time of the alleged offences, the defendant was employed by YWCA as a project manager. He was responsible for inviting quotations and making recommendations for selecting contractors to carry out construction, repair and renovation works at variou s schools and community centres under the management of YWCA.

The charges allege that between December 2005 and August 2007, the defendant had used quotations, price summaries and tender reports which contained statements which were false, erroneous or defective, with intent to deceive his principal.

It is alleged that the defendant submitted to YWCA false quotations with inflated prices of some of the bidders to ensure YWCA awarded the contracts to three companies under his control. The defendant then subcontracted the works out at much lower prices .

The defendant has been released on ICAC bail, pending his court appearance tomorrow.
