Four charged for alleged bribery and deception over Jockey Club membership

Four persons, including an Honorary Voting Member of the Hong Kong Jockey Club (HKJC), have been charged by the ICAC in four separate cases for alleged bribery and deception respectively in relation to applications for the membership of the HKJC.

In the first case, John Terence Hung, 70, a company director, faces one count of agent soliciting an advantage and two of agent accepting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.

One of the charges alleges that in October 2006, Hung, then a Voting Member of the HKJC, had solicited a loan of $200,000 from a middleman as a reward for proposing a person for full membership of the HKJC, and assisting in the expeditious processing of h er application.

The other two charges allege that, in relation to the same application, Hung had accepted two other loans of $100,000 each between November and December 2006 from the middleman for the same purpose.

In the second case, Wong Tak-kin, 44, a merchant, has been charged with two counts of offering an advantage to an agent.

The charges allege Wong of offering $50,000 and $200,000, in whole or in part, respectively in June and September 2006, to a Steward or a Voting Member of the HKJC as rewards for assisting or expediting the membership application of Wong.

In the third case, Jonathan Ng Tai-sing, 39, an accountant, faces one count of offering an advantage to an agent.

The charge alleges Ng of having offered $360,000, in whole or in part, to a Voting Member or Voting Members of the HKJC in October 2006 as a reward for assisting or supporting Ng in his application as a racing member of the HKJC.

In the last case, Lau Pui-fai, 49, a sales manager, faces one count of obtaining services by deception.

The charge alleges that in April 2006, Lau had dishonestly obtained for himself the services of membership from the HKJC by falsely representing that the information in his application form for racing membership was true.

The HKJC has rendered full assistance to the ICAC during its investigation.

The four defendants, currently on ICAC bail, will appear in Eastern Magistracy at 9:30 am tomorrow (November 11) for mention.
