ICAC officers must persevere in graft fight amid financial tsunami, says Commissioner

Officers of the Independent Commission Against Corruption (ICAC) must do their utmost and continue to combat corruption with the highest order of professionalism amid the present financial tsunami, urges Dr Timothy Tong Hin-ming, Commissioner of the ICAC.

Speaking at the annual ICAC Award Presentation Ceremony today (Tuesday), Dr Tong noted that the economic downturn had greatly impacted on people’s livelihood.

The ICAC Commissioner appealed to all staff to persevere under these trying circumstances to uphold Hong Kong’s anti-corruption regime and guard against a possible surge of corrupt acts.

Noting that Hong Kong was recognised as a “model of a corruption-free city” by overseas jurisdictions and our Mainland counterparts, Dr Tong said he was proud of the Commission’s achievement and contribution to this fine reputation.

A total of 14 serving and former ICAC officers, including the late Principal Investigator Alan Wu Tat-sun who died in a recent traffic accident, were today awarded the Hong Kong ICAC Third Clasp Long Service Medal for their long service of over 33 years w ith the Commission. Mrs Wu received the medal on behalf of her late husband.

Dr Tong commended Mr Wu for his 33 years of loyal and dedicated service at the ICAC, and paid respect to his wife and family members.

Meanwhile, 20 serving ICAC officers today received commendations in recognition of their outstanding performance in anti-corruption work.

Principal Investigator Steven Lam Kin-ming was awarded the Commissioner’s Commendation for his outstanding leadership, investigative ability, organizational skills and tenacity of an exceptionally high order in an investigation into a complex corruption case involving senior executives of a listed jewellery company.

Chief Investigator Kevin Cho Wing-nin and Senior Investigator Terry Chow Kwok-hung were presented the Operations Department Directorate Commendation for their outstanding investigative ability and perseverance in the same investigation.

Five other investigators -- Chief Investigator Dale Ko; Senior Investigators Alice Wong Kam-yee, and Tang Chi-kong; and Investigators Phoebe Sae-Sam Lai-keet and Ben Chan Kai-hung -- were also awarded the Operations Department Directorate Commendation for their outstanding investigative ability, perseverance and devotion in carrying out various corruption investigations.

These cases related to false claims of fees involving several officers of a public broadcaster; misconduct of a former deputy privacy commissioner in false claims of allowances; bribery and fraud committed by three senior executives of an estate agency an d a senior staff of a trading company in property deals; and a conspiracy to defraud over the acquisition of a listed company.

Five officers of the Corruption Prevention Department received the Director of Corruption Prevention’s Commendation for their outstanding performance in corruption prevention work. The officers were respectively commended for their diligent efforts in producing a “best practice” module on corporate governance and a preventive guide on building maintenance, as well as an assignment study on the enforcement of the driving offence points system.

They were Chief Corruption Prevention Officers Hiroko Sugahara, Wai Chi-pang, Daphne Lam Yuen-to, Alpha Leung Chung-ping; and Corruption Prevention Officer Wendy Yeung Wan-yin.

In addition, three officers received the Director of Community Relations’ Commendation for their outstanding performance in corruption prevention education.

Deputy Regional Officer Brenda So Yim-ling was commended for planning and producing a corruption preventive guide for small and medium enterprises, while Senior ICAC Officer Florence Au Pui-wai received commendation for the planning and production of a ca mpaign on clean building management. Senior Producer Alex Cheung Kwok-ming was commended for his outstanding performance in producing an ICAC documentary.

Four serving and former ICAC officers, who were earlier honoured by the Government, also received souvenirs from the ICAC Commissioner at today’s award presentation ceremony.

They are former Principal Investigator Bessie Ho Woon-pik, former Senior Investigator Heath Cheung Yiu-kei and Senior Investigator Rama Leung Kwok-wing, who received the Hong Kong ICAC Medal for Meritorious Service; and Senior Investigator Lau Chi-king wh o received the Medal of Honour.

Over 120 serving and former ICAC officers and staff of various ranks and grades were also given medals, certificates or plaques for their long services in the Commission and the Government.
