ICAC chief visits Mainland anti-corruption authorities to foster closer cooperation

ICAC Commissioner, Dr Timothy Tong Hin-ming, leads a delegation to visit the Supreme People’s Procuratorate (SPP) in Beijing to exchange anti-corruption experience and foster closer cooperation.

Dr Tong met with SPP Procurator General, Mr Cao Jianming yesterday (Monday) to share graft-fighting experience in response to the latest social and economic developments.

The ICAC maintains good cooperation with the Mainland procuratorates in law enforcement as well as corruption prevention and education. Since the establishment of the Mutual Case Assistance Scheme, both sides have interviewed more than 1,600 witnesses ov er corruption cases in their respective jurisdictions.

The Commissioner and Mr Cao also updated each other on anti-graft work in both jurisdictions amid the current financial crisis.

Mr Cao revealed the latest work priorities of the Mainland procuratorates. The procuratorates would intensify their fight against business corruption, economic crimes and abusing official position in the areas of social security, employment, health and r elief works. Meanwhile, the authorities would vigorously pursue crimes conducive to lax law enforcement and criminal injustice arising from taking advantage of office.

Dr Tong noted that in light of recent measures adopted by the Hong Kong Government to boost the economy, including accelerated implementation of infrastructure projects and a $100 billion Special Loan Guarantee Scheme for small and medium enterprises, the ICAC would step up prevention efforts for government bodies involved.

The Commission has formed a special group to advise government departments on recruitment, purchasing, project management for various works projects and the administration of funding schemes.

At the meeting, the Commissioner expressed thanks to the SPP for its support and assistance to the ICAC and looked forward to closer cooperation in future. An invitation had been extended to Mr Cao to visit the Commission.

During their stay in Beijing, the delegation also met with the Vice Minister of the Ministry of Supervision, Mr Yao Zengke, to discuss ways to strengthen cooperation on preventive education among the Mainland, Hong Kong and Macao.

In addition, Dr Tong called on the Hong Kong and Macao Affairs Office of the State Council and the National People’s Congress Standing Committee’s Legislative Affairs Commission.

He also visited prominent academics specialised in anti-corruption studies from the Peking University, the Tsinghua University, the Remin University of China, the Beijing Normal University and the China University of Political Science and Law.

Officials accompanying Dr Tong on his visit include the Director of Investigation (Private Sector), Mr Francis Lee Chun-sang; the Director of Community Relations, Ms Julie Mu Fee-man; and the Director of Corruption Prevention, Mrs Jean Au Yeung Lui Miu-kw an.

The delegation will call on the procuratorates of the Yunnan province on Thursday before the visit concludes on Friday (January 16).
