Hong Kong and Guangdong to step up cooperation in graft fight

Amid the global financial crisis, anti-corruption agencies of Hong Kong and Guangdong should step up cooperation to ensure a clean business environment in the region in view of increased social and economic ties between the two places, said ICAC Commissio ner Dr Timothy Tong Hin-ming.

Welcoming a delegation from the Guangdong Provincial People’s Procuratorate (GDPP), Dr Tong said that he hoped the ICAC and the GDPP could further strengthen cooperation in both enforcement and preventive education, based on the long-established working relations.

Led by Chief Procurator, Mr Zheng Hong, the GDPP delegation visited the ICAC yesterday (Monday) to exchange anti-corruption experience with Hong Kong’s graft busters.

Through mutual assistance arrangements, officers from the Mainland procuratorate authorities and the ICAC have interviewed more than 1,000 witnesses in each other’s jurisdictions since 1987, resulting in the successful investigation of a number of cross-boundary graft cases.

During the visit, ICAC Commissioner also said that the ICAC and the GDPP would organise a seminar for cross-boundary businessmen later this year, riding on the success of a joint business ethics conference for small and medium-sized enterprises, launched with a corruption prevention guidebook last year.

Dr Tong also told the delegation that the ICAC would set up the Centre of Anti-Corruption Studies to facilitate international exchanges on anti corruption. The Centre will invite experts and academics from the Mainland and overseas to conduct comparativ e studies on anti-corruption regimes in different jurisdictions.

Mr Zheng agreed that in view of increased integration between Hong Kong and Guangdong, the two agencies should maintain close cooperation in combating and preventing graft, and join hands to strengthen the anti-corruption regimes in both places.

It was Mr Zheng’s first visit to the ICAC since he took up the top post at GDPP early last year.

Members of the GDPP delegation included: Deputy Chief Procurator, Mr Tong Yun; Procurator of Zhuhai Municipal People’s Procuratorate, Mr Jin Bo; Deputy Director-General of the Anti-Corruption Bureau, Mr Lai Xiangdong; Director of Mutual Case Assistance Office, Mr Chen Yila; Director of Anti-Malfeasance and Tort Bureau, Mr Huang Liming; and GDPP’s party office secretary, Mr Long Zidan.

During their visit, the delegation also met with other senior ICAC officials, including Acting Head of Operations, Mr Francis Lee Chun-sang; Director of Corruption Prevention, Mrs Jean Au Yeung Lui Miu-kwan; and Director of Community Relations, Ms Julie M u Fee-man.

The delegation also toured the ICAC Exhibition Hall, Video Interview Room, Identification Parade Suite and the Report Centre.

The delegation will also meet with Secretary for Justice, Mr Wong Yan-lung; Secretary for Security, Mr Ambrose Lee Siu-kwong; Commissioner of Police, Mr Tang King-shing; and Hong Kong Monetary Authority Chief Executive, Mr Joseph Yam Chi-kwong.
