In response to media enquiries, the ICAC today (Wednesday) confirmed that six persons, including a candidate in the 2009 Shatin District Council (DC) By-election (Tai Wai Constituency), were arrested for alleged corrupt and illegal conduct under the Elec tions (Corrupt and Illegal Conduct) Ordinance.
Also arrested in an operation codenamed “ Gray Whale ”, which commenced on Monday (March 30), were three office bearers of a welfare association, a businessman and a serving District Councillor.
The investigation arose from complaints against the candidate in the by-election.
The candidate, the office bearers of the welfare association and the businessman were alleged to have offered advantages and provided refreshments through the welfare association to a number of voters for inducing them to vote for the candidate at the by- election.
The arrestees were also alleged to have conspired to conceal election expenses incurred.
Enquiries are continuing.
