Ex-sales manager charged for alleged bribery over IT service orders

A former sales manager of an information technology (IT) service provider was today (Thursday) charged by the ICAC with accepting over $1.2 million in bribes for placing purchase orders with two subcontractors.

Chan Kwok-bin, 35, former sales manager of Roctec Technology Limited (Roctec), faces three counts of an agent accepting advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.

The defendant, currently on ICAC bail, will appear in Eastern Magistracy at 9:30 am tomorrow (Friday) for transfer to the District Court for plea.

Roctec is an IT service provider. Its clients comprise schools, hospitals, public bodies and private companies.

At the time of the alleged offences, the defendant was employed by Roctec as a sales manager. Among other duties, he was responsible for selecting and awarding jobs to subcontractors, including Excel Global Engineering Limited (Excel Global) and Join Ven ture International Limited (Join Venture).

One of the charges alleges that between 2003 and 2005, the defendant accepted bribes from Luk Kwok-ming and Sieu Sieng, then directors cum shareholders of Excel Global, as rewards for placing or continuing to place purchase orders with Excel Global. The alleged bribes were said to amount to $100,000.

Another charge alleges the defendant of having accepted bribes from Luk, a director cum shareholder of Join Venture, between November 2004 and October 2008 as rewards for placing or continuing to place purchase orders with Join Venture. The alleged bribe s were estimated to be about $1.1 million.

The remaining charge alleges that on October 15, 2008, the defendant accepted $80,000 from Luk for a similar reason.
