Six charged for alleged bribery over employment of ventilation mechanics at airport project

Six former staff members of a joint venture for a construction project involving Terminal 2 of the Hong Kong International Airport, known as Skyplaza, were today (Friday) charged by the ICAC with bribery in relation to the employment of ventilation mechan ics for the project.

Chow Siu-ming, 58, a former ventilation mechanic of the joint venture, faces 19 counts of conspiracy for an agent to accept advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance (POBO) and Section 159A of the Crimes Ordinance.

Co-defendants Suen Chi-keung, 53, Leung Wai-ching, 55, Chu Chun-cheung, 44, Ngai Wai-chong, 35, and Ha Wa-kit, 46, all former ventilation mechanics of the joint venture, each faces one count of conspiracy to offer advantages to an agent, contrary to Secti on 9(2)(a) of POBO and Section 159A of the Crimes Ordinance.

The defendants will appear in Tsuen Wan Magistracy at 9:30 am on Tuesday (August 11) for transfer to the District Court.

Nineteen of the charges allege that Chow conspired together with 19 ventilation mechanics, including Suen, Leung, Chu, Ngai and Ha, for Chow to accept bribes for introducing them to work as labourers in the construction project.

The alleged bribes were said to be calculated at a rate ranging from $50 to $200 per working day of those mechanics.

The remaining charges allege Suen, Leung, Chu, Ngai and Ha each of conspiring with Chow to offer bribes to the latter, calculated at a rate ranging from $100 to $200 per working day, for the same reason.

ICAC enquiries revealed that the alleged bribes intended for Chow amounted to about $190,000, and that he had allegedly accepted over $90,000.

The above bribery offences were said to have taken place between June 2006 and December 2007.

The six defendants have been released on ICAC bail, pending their court appearance on Tuesday.
