Former OC chairman faces bribery charge over operation of mahjong parlour

A former chairman of the owners committee (OC) of a residential/commercial building, charged by the ICAC, appeared at Kowloon City Magistracy today (Tuesday) on a bribery charge in relation to the operation of a mahjong parlour in the building.
Yeung Fung, 45, former OC chairman of Kensington Plaza in Jordan, Kowloon, pleaded not guilty to one count of agent soliciting an advantage under Section 9(1)(a) of the Prevention of Bribery Ordinance.
Magistrate Mr David Thomas adjourned the case to September 16, 2009 for a pre-trial review. The defendant was granted cash bail of $10,000 and was ordered to surrender his travel documents and not to leave Hong Kong.
Yeung, while being the OC chairman of Kensington Plaza, was accused of soliciting an advantage, namely a contract for the purchase of a residential flat at Kensington Plaza in the consideration of $2,600,000, from a manager acting for Shui Hing Mahjong Sc hool Limited (Shui Hing).
The alleged advantage was said to be a reward for Yeung confirming with Television and Entertainment Licensing Authority (TELA) that as the OC chairman acting for the owners of Kensington Plaza, he would not object to an application for a licence for oper ating a mahjong parlour in Kensington Plaza submitted by Shui Hing, and persuading the residents of Kensington Plaza not to object to the said application.
The alleged offence took place on March 13, 2009.
The prosecution was today represented by ICAC officer Jennifer Tam.
