Four suppliers face court for allegedly offering illegal rebates

Four suppliers, who were charged by the ICAC for allegedly offering illegal rebates totalling over $740,000 to a former purchasing manager of a toys company in return for orders, today (Thursday) appeared in courts in three separate cases.
In the first case, Chan Siu-ping, 42, a representative of Wing Tak Textile Trading Company Limited (Wing Tak), faced one count of offering an advantage to an agent, contrary to Section 9(2)(a) of the Prevention of Bribery Ordinance.
The charge alleged that between June 2004 and April 2008, the defendant offered a total of over $546,000 to Chan Oi-lan, a former purchasing manager of Kings Toys Limited, as rewards for placing orders with Wing Tak.
In another case, Chan Cheuk-ming, 35, a representative of BCW Industrial Company Limited (BCW), was charged with one count of offering an advantage to an agent.
The charge alleged the defendant of having offered a total of over $186,000 to Chan Oi-lan between April 2006 and April 2008 as rewards for placing orders with BCW.
The two defendants appeared at Eastern Magistracy for mention today. Acting Principal Magistrate Ms Bina Chainrai adjourned their cases until November 5 for transfer to the District Court.
In the remaining case, Chan Shing-kong, 46, a director-cum-shareholder of Ming Shing Company Limited (Ming Shing), and Jackie Wong Chi-kui, previously known as Wong Tak-hong, 47, a marketing manager of Ming Shing, faced a joint charge of offering an advan tage to an agent at Tsuen Wan Magistracy.
No pleas were taken. Magistrate Mr Lambert Lee Ka-chai adjourned the case until October 15 for plea.
The charge alleged that between March and June 2008, the defendants offered a total of about $11,000 to Chan Oi-lan as rewards for placing orders with Ming Shing. Out of the $11,000, about $1,200 was allegedly paid to Chan Oi-lan in Hong Kong.
All the four defendants in the above cases were granted cash bail for their next court appearance.
Chan Oi-lan, 37, who was earlier charged by the ICAC for her role in the above cases, had pleaded guilty to four counts of agent accepting advantages and one of theft. Today, she also appeared before Judge Garry Tallentire in the District Court for menti on. Her case was adjourned until December 3 for sentence.
