Policeman gets 22 months for drug trafficking

A Police Constable, charged by the ICAC, was today (Wednesday) sentenced to 22 months’ imprisonment at the District Court for trafficking in cocaine and ketamine, and inhaling ketamine inside a private club.
Yip Tak-kin, 34, was earlier found guilty of two counts of trafficking in a dangerous drug and one of inhaling a dangerous drug.
Co-defendant Wong Kin-ning, 39, part-time bar tender, was convicted of three similar charges as Yip. He was today jailed for 23 months by Deputy Judge John Glass for his role in the case.
Another co-defendant Chan Ka-yee, 26, nightclub hostess, was earlier found guilty of one count of living on earnings of prostitution. She was sentenced to a probation order of three years.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above offences.
The court heard that since November 2006, two ICAC undercover officers (U/Cs), posing as businessmen, had had a number of meetings with Yip.
During the meetings, Yip claimed that he was able to obtain information on impending police enforcement action against drug trafficking activities.
Another ICAC undercover officer was subsequently introduced to Yip.
On December 12, 2006, a party was held inside a private club at the Sun’s Group Centre, Gloucester Road, Wanchai.
At the party, Yip and Wong sold 0.37 gramme of crystalline solid containing 0.27 gramme of cocaine and an unknown quantity of ketamine to one of the U/Cs for $3,000. Three marked banknotes of $1,000 were subsequently recovered from Wong after his arrest.
Yip and Wong also inhaled ketamine inside the private club, the court heard.
The court also heard that Chan had brought four hostesses to attend the party, and asked one of the girls, alias “Co Co”, to provide sexual service to another U/C at $2,000.
After overt action was taken by ICAC officers, two marked banknotes of $1,000 were respectively recovered from Chan and “Co Co”, the court was told.
The prosecution was today represented by prosecuting counsel Leslie Parry, assisted by ICAC officer Ellen Tong.
