Ex-supervisor of Department of Health charged with soliciting and accepting unauthorised loans

The ICAC has charged a former Health Surveillance Supervisor of the Department of Health (DoH) with soliciting and accepting unauthorised loans totalling over $180,000 from his subordinates.

Lee Wing-wai, 42, faces 31 counts of being a prescribed officer soliciting and accepting monetary advantages without the general or special permission of the Chief Executive, contrary to Section 3 of the Prevention of Bribery Ordinance.

The defendant will appear in Fanling Magistracy at 9:30 am tomorrow (Wednesday) for plea.

At the time of the alleged offences, the defendant was stationed at the Man Kam To Port Health Office.

The case arose from a corruption complaint from the DoH. Subsequent ICAC enquiries revealed the above alleged offences.

Two of the charges allege that the defendant solicited a total of $40,000 from two subordinates, without the general or special permission of the Chief Executive.

The remaining 29 charges allege the defendant of having accepted a total of over $148,000 from the above two and six other subordinates, without the general or special permission of the Chief Executive.

The alleged offences took place between December 2008 and June 2009.

The DoH has rendered full assistance to the ICAC throughout the investigation.

The defendant has been released on ICAC bail, pending his court appearance tomorrow.
