Ex-manager of TVB Pay Vision charged with $800,000 fraud

A former assistant manager of TVB Pay Vision Limited (TVB Pay Vision) was today (Wednesday) charged by the ICAC for his alleged role in deceiving TVB Pay Vision into awarding various contracts worth over $800,000 to three companies suspected to be control led by him.

Yuen Chi-wai, 33, a former assistant manager of the Administration & Purchasing Department of TVB Pay Vision, faces three counts of fraud with co-defendant Li Hiu-ting, 27, a receptionist and the girlfriend of Yuen.

The defendants will appear in Kwun Tong Magistracy at 9:30 am on Friday (April 23) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above suspected fraud offences, which allegedly took place between December 2005 and November 2008.

One of the charges alleges that the defendants concealed Yuen had financial interests in a company, and with intent to defraud, induced Galaxy Satellite Broadcasting Company (which later changed its name to TVB Pay Vision) to enter into a contract with th e company for distributing promotional leaflets, resulting in benefit to the defendants.

Two other charges allege that the defendants concealed Yuen had financial interests in two other companies.

It was alleged that with intent to defraud, the defendants induced TVB Pay Vision to enter into various contracts with the two companies concerned, resulting in benefit to them.

The above contracts allegedly obtained by the above three companies, which were suspected to be controlled by Yuen, were worth over $800,000.

The defendants have been released on ICAC bail, pending their court appearance on Friday.
