Medical officer faces court for allegedly deceiving housing allowances

A Medical and Health Officer appeared in Tuen Mun Magistracy today (Tuesday) after being charged by the ICAC for allegedly using false documents to deceive Private Tenancy Allowances (PTA) totalling over $2 million from the Hong Kong Government.
Yuen Kai-tak, 47, faced five counts of agent using document with intent to deceive his principal, contrary to Section 9(3) of the Prevention of Bribery Ordinance.
No plea was taken. Magistrate Mr Kwok Wai-kin transferred the case to the District Court for plea on September 21.
At the time of the above alleged offences, the defendant was attached to Tuen Mun Hospital.
The charges alleged that between July 1990 and July 1998, the defendant had used five application forms for PTA in relation to a leased property in Pat Heung, Yuen Long, with intent to deceive the Hong Kong Government.
Each application form allegedly contained a false statement that he was eligible to claim and receive PTA in respect of the leased property, or had no financial interest in the leased property.
As a result, the defendant was alleged to have fraudulently obtained PTA amounting to over $2.7 million from the Hong Kong Government.
The defendant was granted cash bail of $10,000, and ordered not to interfere with prosecution witnesses.
The prosecution was today represented by ICAC officer William Leung.
