Legco election candidate charged with bribing electors

The ICAC today (Wednesday) arrested and charged a candidate of the 2008 Legislative Council (Legco) Election for allegedly offering a free seminar to electors so as to induce them to vote for her at the election.
Tam Heung-man, 53, a tax adviser, faces one count of engaging in corrupt conduct at an election, contrary to Section 11(1)(a) of the Elections (Corrupt and Illegal Conduct) Ordinance.
The defendant will appear in Eastern Magistracy at 9:30 am on Friday (October 29) for plea.
At the time of the alleged offence, the defendant was a candidate of the 2008 Legco Election for Accountancy Functional Constituency, which was held on September 7, 2008.
The charge alleges that on September 5, 2008, the defendant engaged in corrupt conduct at the election without reasonable excuse.
The defendant is alleged to have offered an advantage, namely service in the form of a free seminar to other persons as an inducement for them to vote for her at the election.
The defendant has been granted ICAC bail, pending her court appearance on Friday.
