Mainland top procurator visits ICAC to step up liaison and cooperation

Grand Chief Prosecutor and Supreme People’s Procuratorate’s (SPP) Procurator General Mr Cao Jianming led a delegation comprising provincial chief procurators to visit the ICAC yesterday (Monday) to step up mutual liaison and explore further cooperation in training anti-corruption personnel.

Welcoming Mr Cao for his first visit to the ICAC, Commissioner Dr Timothy Tong Hin-ming noted that the Commission, the SPP and other Mainland procuratorates could further strengthen cooperation in training for the benefit of upgrading the professional cap ability of graft fighters as well as enhancing the effectiveness in combating cross-boundary corruption.

Mr Cao and Dr Tong shared the view that under the framework of One Country, Two Systems, both sides could actively explore ways to foster collaboration in combating cross-boundary corruption.

Mr Cao pointed out that the Mainland Government attached utmost importance to the fight against corruption in the Mainland. While encouraging people to report graft, the Mainland authorities also strived to tackle the problem through prevention and syste m improvement to plug corruption loopholes.

Meanwhile, Mr Cao commended Hong Kong for its anti-corruption achievements which had won international recognition.

He also said the experience sharing by ICAC Commissioner and other senior ICAC officers at the annual conference of the International Association of Anti-Corruption Authorities held in Macao last week demonstrated Hong Kong’s active contribution to international anti-corruption initiatives.

The delegation led by Mr Cao comprised Chief Procurator of Fujian Provincial People’s Procuratorate, Mr Ni Yingda; Chief Procurator of Jiangsu Provincial People’s Procuratorate, Mr Xu An; Chief Procurator of Zhejiang Provincial People’s Procuratorate, Mr Chen Yunlong; and senior officials of the SPP.

The delegation also met with other ICAC senior officials, including Deputy Commissioner and Head of Operations, Mr Daniel Li Ming-chak; Director of Community Relations, Ms Julie Mu Fee-man; Director of Corruption Prevention, Mrs Jean Au Yeung Lui Mui-kwan ; Director of Investigation (Public Sector), Mr Ryan Wong Sai-chiu; and Director of Investigation (Private Sector), Ms Rebecca Li Bo-lan.

The delegation also toured ICAC’s facilities, including the exhibition hall, report centre, video interview room, detention centre and identification parade room.

During his visit in Hong Kong, Mr Cao also met with Chief Executive Mr Donald Tsang Yam-kuen; Chief Justice Mr Geoffrey Ma Tao-li; Secretary for Justice Mr Wong Yan-lung; and Secretary for Security Mr Ambrose Lee Siu-kwong.

The delegation will conclude its visit to Hong Kong later today.
