Senior Inspector of Police charged with aiding drug trafficker in manufacturing 'ice’

A Senior Inspector of Police (SIP) has been charged by the ICAC for allegedly aiding and abetting a drug trafficker in the manufacturing of “ice” in Vietnam.

Francis Lam Koon-wah, 41, faces a charge of aiding, abetting, counselling or procuring the commission of an offence under a corresponding law, contrary to Section 40(1)(c) of the Dangerous Drugs Ordinance, and an alternative charge of misconduct in public office, contrary to the Common Law.

The defendant will be brought to Kowloon City Magistracy for mention at 9:30 am tomorrow (Friday), pending transfer to the District Court.

At the time of the above alleged offences, the defendant was a detective SIP of Cheung Sha Wan Division.

The charge alleges that between August 1 and October 17, 2007, the defendant, in Hong Kong, aided, abetted, counselled or procured the commission by a drug trafficker in Vietnam of an offence of manufacture of methamphetamine (commonly known as “ice”) punishable under a corresponding law in force in that country.

The alternative charge alleges that between August 1 and October 23, 2007, the defendant wilfully misconducted himself by discussing with the drug trafficker the manufacturing of “ice” in Vietnam, and advising him on practical measures to avoid police detection on his engagement in dangerous drugs.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

The Police had rendered full assistance to the ICAC during its investigation.
