Ex-jewellery company employee and contractor alleged of bribery and fraud over renovation works

A former employee of a jewellery company and a contractor were today (Wednesday) charged by the ICAC for alleged bribery and conspiracy to defraud in relation to renovation works.
Kwong Chi-hang, 45, a former senior project officer of Luk Fook Holdings Company Limited (Luk Fook), faces two counts of agent accepting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance (POBO).
Kan Wai-keung, 48, the proprietor of Shun Cheong Engineering Company (Shun Cheong), faces two counts of offering advantage to an agent, contrary to Section 9(2)(a) of POBO.
Kwong and Kan also face a joint charge of conspiracy to defraud.
The defendants will appear at Kwun Tong Magistracy at 9:30 am on Friday (April 15) for plea.
At the material time, Kwong was responsible for obtaining quotations from contractors and awarding contracts of renovation or maintenance works for Luk Fook’s jewellery retail shops and office premises.
Kwong is alleged to have accepted a total of $90,000 from Kan and another person as a reward for awarding renovation and maintenance contracts to Shun Cheong.
Kan is accused of offering over $206,000 to Kwong in return for renovation and maintenance contracts.
The conspiracy charge alleges that Kwong and Kan conspired together to defraud Luk Fook by submitting a bogus quotation of Shun Cheong to Luk Fook, with intent to induce and cause the latter to award a renovation contract to another contractor.
The alleged offences took place between June 2008 and June 2010.
Luk Fook rendered full assistance in the ICAC’s investigation.
The defendants were released on ICAC bail pending their court appearance on Friday.
