Ex-school supervisor wanted by ICAC for theft and fraud

The Eastern Magistracy has issued a warrant for the arrest of a former supervisor of Pegasus Philip Wong Kin Hang Christian Primary School cum Junior Secondary School (the School), who is wanted by the ICAC for allegedly stealing money and obtaining loans from students’ parents on false pretexts.
Liang Shuk-ching, aged 46, a former supervisor of the School, faces one charge of theft and two of fraud.
The School was then administered by Pegasus Social Service Christian Organisation Limited (PSSCOL), of which Liang was the chairlady cum executive director.
The ICAC commenced an investigation upon receipt of a corruption report. After investigation, legal advice was sought from the Department of Justice, which recommended charges against Liang.
Upon an application from the ICAC, Magistrate Mr Marco Li Kwok-wai earlier issued a warrant for the arrest of Liang.
One of the charges alleges that on November 28, 2006, Liang stole $100,000 from a student’s parent of the School.
The remaining two charges allege that between April 1 and June 20, 2007, Liang made false pretexts to two other students’ parents of the School, and with intent to defraud, induced the parents to lend $200,000 and $250,000 respectively to PSSCOL, which resulted in benefit to herself or substantial risk of prejudice to the said parents.
