RC executive committee election candidate charged for alleged bribe-for-vote

A candidate of the executive committee election of the 2011 Sheung Shui District Rural Committee (RC) has been charged by the ICAC today (Friday) for allegedly offering a bribe of $130,000 to a village representative so as to induce the latter to vote for him at the election.

Brian Kan Ping-chee, 73, a retired horse trainer, faces one count of engaging in corrupt conduct at an election, contrary to Section 11(1)(a) of the Elections (Corrupt and Illegal Conduct) Ordinance.

The defendant will appear in Fanling Magistracy at 9:30 am next Tuesday (July 26) for plea.

At the time of the alleged offence, the defendant, a village representative of the Sheung Shui District, was a candidate of the executive committee election of the 2011 Sheung Shui District RC, which was held on March 15, 2011.

The charge alleges that on February 27, 2011, the defendant engaged in corrupt conduct at the election.

It is alleged that the defendant, without reasonable excuse, offered $130,000 to another village representative of the Sheung Shui District as an inducement to vote for him at the election.

The defendant has been released on ICAC bail, pending his court appearance on Tuesday.
