Man charged with bribery over murder case probe

A man has been charged by the ICAC for allegedly conspiring with a police constable and a legal executive to solicit a bribe of $13,000 from another man as a reward for the police constable to divulge information on the investigation of a murder case.

Kwan Kwok-leung, 31, a goods van driver, who was charged yesterday, faces one count of conspiracy for a public servant to solicit an advantage, contrary to Section 4(2)(a) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance.

The defendant will appear at Fanling Magistracy at 9:30 am tomorrow (August 17) for transfer to the District Court for plea.

At the time of the alleged offence, the police constable, now retired, was attached to the District Crime Squad of Tai Po District. He was one of the investigating officers tasked to deal with the investigation of a murder case which happened in Fanling in June 2006.

The charge alleges that between May 1 and September 8, 2007, the defendant conspired with the said police constable and a legal executive of a solicitors firm to solicit about $13,000 from a man as a reward for the police constable to divulge information on the investigation in relation to the murder case.

The man was said to be the father of two suspects in connection with the murder case.

The Police had rendered full assistance to the ICAC during its investigation.

The defendant has been released on ICAC bail, pending his court appearance tomorrow.
