Ex-school supervisor wanted by ICAC returns to face prosecution

A former supervisor of Pegasus Philip Wong Kin Hang Christian Primary School cum Junior Secondary School, who was wanted by the ICAC, has returned to Hong Kong to face prosecution for allegedly stealing money and obtaining loans from students’ parents on false pretexts.

Liang Shuk-ching, aged 46, a former supervisor of the school, was arrested at the airport early this (Friday) morning when she entered Hong Kong from Malaysia in the company of her lawyer.

Liang was subsequently charged and brought to Eastern Magistracy on one count of theft and two of fraud.

No plea was taken. Magistrate Mr Henry Mierczak adjourned the case until September 23 for mention.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the school was administered by Pegasus Social Service Christian Organisation Limited (PSSCOL), of which Liang was the chairlady-cum-executive director.

The theft charge alleges that on November 28, 2006, Liang stole $100,000 from a student’s parent of the school.

The remaining two fraud charges allege that between April 1 and June 20, 2007, Liang made false pretexts to parents of two other students of the school, and with intent to defraud, induced the parents to lend $200,000 and $250,000 respectively to PSSCOL, which resulted in benefit to herself or substantial risk of prejudice to the said parents.

Liang was granted cash bail of $100,000. She was also ordered to surrender all travel documents to court, not to leave Hong Kong, not to interfere with prosecution witnesses, reside at her present address, inform the Police 24 hours prior to any change o f address, and report to the Police three times a week.

The prosecution was today represented by Senior Public Prosecutor Richard Ma, assisted by ICAC officer Kienn Tang.
