Ex-bank manager arrested and charged with accepting $1.3m bribes

A former Senior Relationship Manager of DBS Bank (HK) Limited (DBS) has been arrested and charged by the ICAC for allegedly accepting about $1.3 million in bribes from a client as rewards for handling the latter’s accounts.

Dicky Kong Tak-lap, 56, who was arrested and charged yesterday (September 21), faces three counts of agent accepting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.

The defendant will appear at Eastern Magistracy at 9:30 am tomorrow (September 23) for transfer to the District Court for plea.

At the material time, the defendant was a Senior Relationship Manager of the Private Banking Department of DBS. He was responsible for handling private banking accounts of clients.

The charges allege that between December 2006 and February 2008, the defendant accepted three bribes, namely about $500,000, $500,000 and $300,000, from a client on separate occasions as rewards for handling the client’s accounts held with DBS.

The defendant has been released on ICAC bail, pending his court appearance tomorrow.
