Police Sergeant faces court over unauthorised loans

A Police Sergeant appeared at Fanling Magistracy today (Wednesday) after being arrested and charged by the ICAC with soliciting two unauthorised loans from a complainant of a deception case.
Leung Wai-yin, 47, was arrested and charged on Monday (September 26) with two counts of prescribed officer soliciting an advantage, contrary to Section 3 of the Prevention of Bribery Ordinance.
The defendant today pleaded not guilty to the charges. Magistrate Madam Bernadette Woo Huey-fang adjourned the case to November 1 for mention, and granted the defendant cash bail of $1,000.
At the time of the alleged offences, the defendant was attached to an investigation team of Tin Shui Wai Police Station. He was assigned to supervise the investigation of a deception case reported by a woman.
The charges alleged that between October 2009 and June 2010, the defendant solicited two loans from the woman on separate occasions, without the general or special permission of the Chief Executive.
The two loans were said to amount to a few thousand dollars and tens of thousands of dollars respectively.
The Police had rendered full assistance to the ICAC during its investigation.
The prosecution was today represented by ICAC officer Hazel Law.
