ICAC Commissioner addresses UN Conference of States Parties on global fight against corruption

ICAC Commissioner Dr Timothy Tong Hin-ming spoke on global anti-corruption initiatives and Hong Kong’s three-pronged approach of law enforcement, systemic prevention and community education in fighting graft on October 25 at the Conference of the States Parties to the United Nations Convention Against Corruption (UNCAC).

Dr Tong was addressing the Fourth Session of the Conference of the States Parties to the UNCAC held at Marrakech, Morocco from October 24-28 on behalf of the International Association of Anti-Corruption Authorities (IAACA) and as Head of Hong Kong’s anti-corruption agency.

“The IAACA will help various jurisdictions to establish, maintain and improve sustainable systems to fight corruption,” the Commissioner said.

The IAACA held its Fifth Annual Conference and General Meeting at Marrakech from October 22-23 when its Marrakech Declaration was adopted together with a future work plan. Dr Tong, a member of the Executive Committee of IAACA, was mandated to introduce t o the United Nations (UN) Conference the contents of IAACA Marrakech Declaration.

Dr Tong said that the Marrakech Declaration had incorporated in it IAACA’s views on the provisions of UNCAC and signified the association’s determination to support effective implementation of the UN Convention.

The IAACA Work Plan identified four major areas for its future work –'96 raising worldwide awareness, promoting exchange of expertise and knowledge, enhancing capacity building through personnel training and developing tools, and strengthening international cooperation.

Representatives of over 90 States Parties to the UNCAC and international organisations including the United Nations Development Programme and the World Bank also addressed the UN Conference.

Commissioner Tong also took opportunity of his report to the UN Conference to announce the hosting by ICAC of the International Anti-Corruption Public Service Announcement Video Competition and Workshop scheduled for December 7-9.

Dr Tong explained to UN States Parties to the UNCAC that the international video competition would help raise public awareness of the evils of corruption. “It aimed to show how a multi-media approach might best engage the vast public in a global anti-corruption drive,” the ICAC Commissioner said.

Earlier on October 23, ICAC’s Director of Community Relations Ms Julie Mu Fee-man delivered a presentation on the use of media power to fight corruption at the Fifth Annual Conference and General Meeting of IAACA.

Commissioner Tong had led an ICAC delegation to attend the Fifth Annual Conference and General Meeting of IAACA held on October 22-23. Also attending the IAACA Conference and the UN Conference of States Parties to the UNCAC were Director of Community Rel ations Julie Mu Fee-man, Assistant Director Ricky Yau Shu-chun and Executive Director of Centre of Anti-Corruption Studies Gerry Osborn.

The IAACA is an independent and non-political organisation dedicated to promote the effective implementation of the UNCAC. Members comprise anti-corruption authorities, scholars and experts from over 170 countries. The President of the Association is Pr ofessor Cao Jianming, Prosecutor General of the Supreme People’s Procuratorate of the People’s Republic of China.
