Clean election drive for EC subsector and CE elections
2011-11-8
The ICAC today (Tuesday) started giving out information booklets to candidates running for the Election Committee (EC) Subsector Elections as well as their agents as part of its education and publicity campaign to promote clean and fair elections.
With the assistance of the Registration and Electoral Office, candidates and their election agents will receive an information booklet on the major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) when submitting nomination forms.
The non-District Councils subsector elections are open for nominations from today while nominations for the District Councils subsectors will start from November 18. Elections of various subsectors will take place on December 11.
“Designed as a handy and practical reference, the booklet contains a Questions and Answers section alerting candidates and agents to common pitfalls in conducting election activities,” said ICAC Programme Coordinator (Elections) Ms Lily Chung Lai-tuen.
The ICAC has approached over 300 related organisations of various subsectors to promulgate the “clean election” message and so far held seven briefings where participants were also given a gist of common concerns in complying with the ECICO.
“We will continue to organise briefings for candidates, election agents and helpers as well as other concerned parties to further explain related laws,” Ms Chung added.
Publicity leaflets will be separately sent to electors to remind them of the importance of casting their votes in an honest and fair manner.
The information booklet and leaflet for EC subsector elections are available for public access on the internet at www.icac.org.hk/elections .
Meanwhile, the ICAC has also launched a dedicated webpage on “Support Clean Chief Executive Election (CE Election)” on its corporate website.
Under the clean election campaign for the upcoming CE Election, the ICAC will distribute information packages to candidates, their election agents and the 1,200 Election Committee members.
The Commission will also approach candidates and their campaign groups to arrange for them briefings on the election law and relevant guidelines.
For the EC Subsector elections and CE Election, the public may call the ICAC enquiry hotline 2920 7878 for information on the electoral law and the clean election education programme.
In case of lodging complaints about suspected corrupt or illegal conduct at elections, the public may call the 24-hour ICAC Report Centre at 2526 6366.
