CSD officers charged with bribery and attempted fraud

Two officers of the Correctional Services Department (CSD) have been charged by the ICAC with bribery and attempted fraud in deceiving $530,000 from an inmate and her friend by way of false pretences.
Ng Shuk-yi, 36, Assistant Officer II of CSD, who was charged yesterday (November 28), faces a total of four charges –'96 one of prescribed officer soliciting an advantage, contrary to Section 3 of the Prevention of Bribery Ordinance (POBO); and three of attempted fraud.
Also charged yesterday was Lai Sau-wai, 47, Officer of CSD, who faces two charges under Section 4(2)(a) of the POBO –'96 one of public servant soliciting an advantage and one of public servant accepting an advantage.
The defendants will appear at Tsuen Wan Magistracy at 9:30 am tomorrow (November 30) for transfer to the District Court.
At the material time, Ng was posted to the Escort and Support Group of CSD and was responsible for escorting inmates between correctional institutions and courts.
Lai was tasked to supervise inmates at the Hospital Section of the Chi Ma Wan Correctional Institution. Among the inmates was a Mainland woman who was assigned to perform cleansing duties.
One of the charges alleges that on December 29, 2009, Ng solicited handbags and jewellery from a friend of the inmate, without the general or special permission of the Chief Executive.
Two other charges alleged that on January 7 and February 6, 2010, Ng attempted to induce the inmate to give $500,000 and another sum of money to her respectively by using various false pretences.
Ng was said to have falsely represented that she needed money to settle the medical expenses of her grandmother who suffered from a stroke in Australia, and to meet the living expenses of her parents in looking after her grandmother there.
Ng is also alleged to have attempted to induce the inmate’s friend to lend $30,000 to her on January 24, 2010 by falsely representing that she needed money to repay the credit card debts of her mother.
Lai faces a charge of soliciting a contract for procuring elevators of a construction project from the inmate’s friend on February 22, 2010 as a reward for relaying messages between the inmate and her friend.
The remaining charge alleges that on March 23, 2010, Lai accepted a notebook computer from the inmate’s friend for the same reason.
CSD had rendered full assistance to the ICAC during its investigation.
The defendants have been released on ICAC bail, pending their court appearance tomorrow.
