Twenty-two arrested for alleged vote-rigging at DC Election

The ICAC has arrested 22 persons for alleged vote-rigging in the King’s Park Constituency of the Yau Tsim Mong District in the 2011 District Council (DC) Election.

The persons arrested in an operation codenamed “ Wave Spray ”, which commenced last Friday (December 2), are all registered electors of the DC Election.

Upon receipt of a complaint, the ICAC commenced an investigation into an allegation of vote-rigging in the King’s Park Constituency of the Yau Tsim Mong District in the DC Election.

ICAC enquiries revealed that the arrested persons had allegedly given false information concerning their residential addresses to the Electoral Officers of the Registration and Electoral Office (REO) for registration as electors.

Examination of the marked copies of the register confirmed that of the 22 arrested persons, 20 voted at the DC Election on November 6, 2011. It was suspected that the arrested persons engaged in corrupt conduct with respect to voting at the election unde r the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).

Amongst the 22 arrestees, six have been charged today (Sunday) for their alleged roles in vote-rigging in connection with the DC Election.

The defendants are James Ho Chun-fai, 45, movie projectionist; Meicy Chan Mei-sze, 38, manager; Lau Ching-ki, 39, self-employed; Wong Ka-kin, 34, chef; Kumiko Lee Hoi-ki, 21, receptionist; and Fung Ka-lun, 34, electrician.

The defendants, each facing one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(i) of the ECICO, will be brought to Kowloon City Magistracy for mention at 9:30 am tomorrow (Monday).

The charges allege that on November 6, 2011, the defendants engaged in corrupt conduct at the 2011 Yau Tsim Mong DC Election (King’s Park Constituency) by voting at the election after having given false information to Electoral Officers that a flat of a building in Yin Chong Street, Mongkok, as recorded in the final register, was their present residential address.

REO had rendered full assistance to the ICAC during the investigation.
