Twenty-seven more arrested for alleged vote-rigging in DC Election

The ICAC has arrested another 27 persons for alleged vote-rigging in the King’s Park Constituency of the Yau Tsim Mong District in the 2011 District Council (DC) Election, following the prosecution of seven others last month.
The persons arrested in the second phase of an operation codenamed “ Wave Spray ”, which commenced on Thursday (January 5), included a defeated candidate, an election agent, one associate and 24 registered electors of the DC Election.
Upon receipt of a complaint, the ICAC commenced an investigation into an allegation of vote-rigging in the King’s Park Constituency of the Yau Tsim Mong District in the DC Election.
It is suspected that a defeated candidate of the 2011 Yau Tsim Mong District DC Election (King’s Park Constituency), his election agent and an associate of the above two persons had engaged in or attempted to commit corrupt conduct at the said election by inviting or inducing other persons to vote at the election knowing that they were not entitled to do so.
ICAC enquiries revealed that false information concerning residential addresses involving several premises in Yin Chong Street, Tung Choi Street and Soy Street in Mong Kok respectively had been provided to the Registration and Electoral Office (REO) for t he registration of 24 persons as electors.
Examination of the marked copies of the register confirmed that of the 24 arrested electors, nine voted at the DC Election on November 6, 2011, allegedly having engaged in corrupt conduct with respect to voting at the election under the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).
The arrestees have been released on ICAC bail. Inquiries are continuing.
So far, a total of 53 persons have been arrested in operation “ Wave Spray ” which kicked off on December 2, 2011.
Amongst the 53 arrestees, seven were respectively charged with one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(i) of the ECICO.
No pleas were taken and the case was adjourned to February 8 this year, pending further enquiries and legal advice.
REO had rendered full assistance to the ICAC during the investigation.
