Man arrested and charged for alleged voting offence at Tai Mei Tuk VR Election

A registered elector of the 2011 Village Representative (VR) Elections (Resident Representative) has been arrested and charged by the ICAC for allegedly committing a voting offence in the VR Election for Tai Mei Tuk in Tai Po.
Keith Paul Wong Kwok-pong, 39, marketing executive, who was arrested and charged yesterday (Wednesday), faces one count of engaging in corrupt conduct with respect to voting at the election, contrary to Section 16(1)(a) of the Elections (Corrupt and Illeg al Conduct) Ordinance (ECICO).
The defendant will appear in Fanling Magistracy at 9:30 am tomorrow (Friday) for plea.
The case arose from a complaint alleging that the defendant was not residing at the registered address in the Tai Mei Tuk Village but voted at the election. Subsequent ICAC enquiries revealed the above alleged offence under ECICO.
At the material times, the defendant was an indigenous inhabitant of Tai Mei Tuk Village in Tai Po. He was registered as an elector of the 2011 VR Election (Resident Representative).
Enquiries revealed that the defendant had since 2006 moved out from the registered address in Tai Mei Tuk Village and thereafter resided at an address on the Hong Kong Island.
The charge alleges that on January 2, 2011, the defendant engaged in corrupt conduct at the 2011 VR Election (Resident Representative) for Tai Mei Tuk in that he voted at the said election, knowing that he was not entitled to do so.
On the polling day on January 2, 2011, Home Affairs Department staff reminded electors that if they no longer resided in the village, they would be disqualified from being registered as electors, and that it was an offence if they voted in the election.
The defendant has been released on ICAC bail, pending his court appearance tomorrow.
