Elector charged with vote-rigging in DC Election

A registered elector has been charged by the ICAC for alleged vote-rigging in the 2011 Eastern District Council (DC) Election (Lok Hong Constituency).
Fong Kei-wah, 49, a director cum shareholder of a company, who was charged yesterday (Sunday), faces one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(i) of the Elections (Corrupt and Illegal Cond uct) Ordinance.
The defendant will appear in Eastern Magistracy at 9:30 am tomorrow (Tuesday) for plea.
The charge alleges that on November 6, 2011, the defendant engaged in corrupt conduct at the 2011 Eastern DC Election (Lok Hong Constituency) by voting at the election after having given materially false or misleading information to an electoral officer t hat the address appearing on the Voter Registration Form submitted in his name to the electoral registration officer was his only or principal residence.
The defendant has been released on ICAC bail, pending his court appearance tomorrow.
