New Deputy Commissioner and Head of Operations of ICAC appointed

The Commissioner of the Independent Commission Against Corruption (ICAC), Mr Simon Peh Yun-lu, today (Wednesday) announced that Mr Ryan Wong Sai-chiu has been appointed the Deputy Commissioner and Head of Operations of the ICAC, for a term of three years, with effect from July 19, 2012.

Mr Wong will succeed Mr Daniel Li Ming-chak, who will proceed on pre-retirement leave from tomorrow.

Section 6 of the ICAC Ordinance provides for the Chief Executive to appoint a Deputy Commissioner of the ICAC. The appointment was made independently by Mrs Carrie Lam Cheng Yuet-ngor, Chief Secretary for Administration, acting on the power delegated to her by the Chief Executive in accordance with Section 63 of the Interpretation and General Clause Ordinance.

The Commissioner said: “A former Director of Investigation of the ICAC and one of the longest serving officers in the Operations Department, Mr Wong has solid and profound investigative as well as management experience.”

“I have every confidence that under the leadership of Mr Wong, the Operations Department will continue to enforce the anti-corruption laws vigorously, professionally and impartially.”

The Commissioner also took the opportunity to pay tribute to Mr Li for his 35 years of dedicated service and distinguished leadership in the past 10 years as the Head of Operations.

“Serving with the highest dedication and professionalism, Mr Li has led the Operations Department in upholding the anti-corruption mission and steered it through many challenges,” the Commissioner added.

Mr Wong, 60, joined the ICAC as an Investigating Officer in 1977. He was promoted to Assistant Director in 1996, and Deputy Director of Operations in 2006. He held the position of Director of Investigation (Government Sector) since 2006 until his retire ment from ICAC service in January 2012.

Mr Wong was awarded the Hong Kong ICAC Medal for Distinguished Service by the Chief Executive in 2000 for his outstanding leadership and exemplary performance.

Mr Wong holds a bachelor degree from the Chinese University of Hong Kong, and a bachelor degree in law from the University of London.
