ICAC launches multi-faceted education and publicity programme for clean Legco Election

The ICAC has rolled out a multi-faceted education and publicity programme to remind candidates and voters to uphold a clean and fair Legislative Council (Legco) Election and to stay alert against corrupt and illegal practices.

The Commission has so far received nine complaints alleging irregularities relating to the Legco Election in September, most of which concern bribing voters and providing refreshments and entertainment for voters.

Under the ICAC’s Support Clean Legco Election campaign, all candidates would be given a copy of an ICAC information booklet containing the gist of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) upon submission of their nomination forms, ICAC’s Programme Coordinator (Elections) Ms Lily Chung Lai-tuen said.

“The guidebook will help candidates and their election helpers to better understand the provisions of the ECICO, in particular in relation to electioneering, voting and election expenses,” said Ms Chung.

The booklet also contains questions and answers on common concerns raised by candidates in previous Legco elections.

“In addition, scenarios in relation to election meetings, online election advertisements and election donations will illustrate the application of the electoral law,” said Ms Chung.

A Dos and Don’ts Checklist for electioneering is also included in the guidebook to serve as a quick reminder for candidates and election helpers.

Under the ICAC campaign, a four-part video spot series highlighting major provisions of the electoral law are being broadcast on the infotainment channels on public buses, trains, taxis and chain fast food restaurants.

A newly produced TV and radio commercial will also be launched to remind candidates and electors the importance of upholding a clean and fair election.

Meanwhile, a specially designed mobile exhibition vehicle is visiting various districts to drive home the “Support Clean Legco Election” message, Ms Chung said.

“We are also meeting political bodies, district groups and related organisations face-to-face to explain the electoral law, in particular the latest amendments and common concerns. So far 20 such briefings have been arranged,” she added.

An information leaflet will also be mailed to all voters together with the polling notice urging them to uphold a clean and fair election.
