Trio charged with vote-rigging in DC Election

A couple and their daughter have been charged by the ICAC for alleged vote-rigging in the 2011 Kowloon City District Council (DC) Election (To Kwa Wan South Constituency).
The defendants, who were charged yesterday (Tuesday), are Mak Lan-ching, 56, her husband Lun Yui-keung, 60, both retired, and their daughter Lun Po-yee, 27, a tuition assistant supervisor.
They each face one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(i) of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).
Lun Yui-keung and Lun Po-yee each further face an alternative charge of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(iii) of the ECICO.
The defendants will appear in Kowloon City Magistracy at 9:30 am tomorrow (Thursday) for plea.
The case arose from a complaint. Subsequent ICAC enquiries revealed the above alleged ECICO offences.
The charges allege that on November 6, 2011, the defendants engaged in corrupt conduct at the 2011 Kowloon City DC Election (To Kwa Wan South Constituency).
They are alleged to have voted at the election after having given materially false or misleading information to an electoral officer that an address appearing on the Voter Registration Forms submitted in their names to the electoral registration officer w as their only or principal residence.
ICAC enquiries revealed that at the material time, the defendants had never resided at the reported address, but lived at a flat outside the constituency.
The alternative charges allege Lun Yui-keung and Lun Po-yee of having recklessly given materially false or misleading information to an electoral officer for the same purpose.
The defendants have been released on ICAC bail, pending their court appearance tomorrow.
