Woman accused of vote-rigging in 2011 DC Election

A woman appeared at the Kowloon City Magistracy today (Wednesday) after being charged by the ICAC for alleged vote-rigging in the 2011 Wong Tai Sin District Council (DC) Election (Lung Sing Constituency).
Leong Lin, 53, unemployed, today pleaded not guilty. Principal Magistrate Mr Clement Lee Hing-nin adjourned the case to July 3 this year for mention and granted her cash bail of $1,000.
The defendant faced one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(i) of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).
The charge alleged that on November 6, 2011, the defendant voted at the election after having given materially false or misleading information to an electoral officer that an address appearing on the voter registration form submitted in her name was her o nly or principal residence.
The defendant further faced an alternative charge of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(iii) of the ECICO.
The alternative charge alleged the defendant of voting at the election after having recklessly given materially false or misleading information to an electoral officer.
The prosecution was today represented by ICAC officer Samuel Siu.
