Police Station Sergeant charged with soliciting and accepting advantages from subordinate

A Police Station Sergeant has been charged by the ICAC today (Monday) with soliciting and accepting advantages including a loan from one of his subordinates, and making and using false instruments in relation to a mortgage loan application for a land property.
Tang Wai-ming, 47, faces a total of five charges, including two of public servant soliciting an advantage, contrary to Section 4(2)(a) of the Prevention of Bribery Ordinance (POBO) and one of public servant accepting an advantage, contrary to Section 4(2) (a) of the POBO.
The defendant, currently on ICAC bail, will appear at Fanling Magistracy on Wednesday (July 31) for mention.
Two of the charges allege that the defendant solicited a loan of $80,000 and subsequently accepted a loan of $50,000 from a Police Constable (PC) under his supervision in August 2011 as rewards for using the defendant’s official position to advise against disciplining the PC for his failure to attend court as a witness and/or remaining favourably disposed towards the PC.
The defendant is also alleged to have solicited from the PC on August 17, 2012 a favour in consenting to use the PC’s identity to purchase a land property and apply for a mortgage loan on behalf of the defendant as a reward for remaining favourably disposed towards the PC.
The defendant further faces one count of forgery and one of using a false instrument.
He has allegedly made false instruments in relation to the land property on August 20, 2012, including a provisional sale and purchase agreement, a mortgage loan application form, a consent relating to mortgage data for credit assessment, and a property mortgage referral form, all purportedly signed by the PC.
The defendant has also allegedly used the said false instruments purportedly signed by the PC to induce the Bank of China (Hong Kong) Limited to accept them as genuine.
The Police had rendered full assistance to the ICAC during its investigation.
