Senior officer of EDB charged with misconduct over school admission

A Senior School Development Officer (SSDO) of the Education Bureau (EDB) has been charged by the ICAC for alleged misconduct in public office in relation to the admission of a student to a secondary school.
Yuen Wai-chong, 52, who was charged yesterday (Wednesday), faces one count of misconduct in public office, contrary to Common Law.
The defendant will appear in the Kowloon City Magistracy at 9:30 am tomorrow (Friday) for plea.
The case arose from a corruption complaint referred by the EDB. Subsequent ICAC enquiries revealed the above alleged offence.
At all material times, the defendant was a SSDO of the EDB posted to its Kwun Tong District School Development Section. She was tasked to supervise the performance of aided schools under her command in the district.
Among the aided schools under the defendant’s supervision was The Church of Christ in China Mong Man Wai College (the school).
The charge alleges that between July 5 and 6, 2011, the defendant, in the course of or in relation to her public office, without reasonable excuse or justification, wilfully and intentionally misconducted herself by providing a student with an unfair adva ntage over other students.
The defendant was alleged to have used the information, knowledge or authority acquired from her public office to refer the student to the school which was directly under her official supervision, and taken steps to influence the school to consider admitt ing the student to it.
The EDB had rendered full assistance to the ICAC during its investigation.
