Ex-IO secretary in court for alleged bribery over maintenance orders

A former secretary of the incorporated owners (IO) of a public housing estate appeared in the Eastern Magistracy today (Monday) after being charged by the ICAC with soliciting a bribe of $3,000 from a contractor in relation to the award of maintenance orders of the estate.
Kei Sik-hung, 66, who was charged last Thursday (August 22), faced one count of agent soliciting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.
The defendant pleaded not guilty to the charge today. Principal Magistrate Ms Bina Chainrai adjourned the case to September 23 this year for a pre-trial review.
At all material times, the defendant was a secretary of the IO of Fung Wah Estate (FWE), a public housing estate in Chai Wan under the Tenants Purchase Scheme of the Housing Department (HD).
Among the maintenance works contractors of FWE was Kong’s Water-pipe Company (Kong’s).
The charge alleged that in January 2012, the defendant solicited a bribe of $3,000 from the proprietor of Kong’s as a reward for awarding maintenance orders of FWE to Kong’s.
The defendant was granted cash bail of $1,500. He was also ordered not to interfere with prosecution witnesses and reside at the reported address.
The HD had rendered full assistance to the ICAC during its investigation.
The prosecution was today represented by ICAC officer Andy Yu.
