Man in court over inciting IO member to accept bribes

A former building manager of an industrial building appeared in the Tsuen Wan Magistracy today (Wednesday) after being charged by the ICAC with inciting a member of the incorporated owners (IO) of the building to accept bribes in relation to the award of a security service contract.
Sin Hung-sing, 71, former building manager of Wing Fung Industrial Building (WFIB), who was charged on Monday (December 2), faced one count of incitement to an agent to accept an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.
The defendant pleaded not guilty to the charge today. Principal Magistrate Mr Timothy Casewell adjourned the case to January 8 next year for a pre-trial review.
At the material time, the defendant was unemployed. Between October 1993 and January last year, the defendant was employed by the IO of WFIB in Tsuen Wan as a building manager to oversee all property management matters.
In August last year, the IO of WFIB resolved to select a security company by an open tender.
The charge alleged that on October 3 last year, the defendant incited a member of the IO of WFIB to accept $5,000 per month from a security service company as a reward for recommending the IO to award to the said company the contract to provide security service to WFIB.
The defendant was granted cash bail of $1,000 and ordered not to interfere with prosecution witnesses.
The prosecution was today represented by ICAC officer Yvonne Nam.
