Over 70 graft-busters commended for outstanding performance

Over 70 officers of the ICAC were today (Monday) awarded commendations in recognition of their outstanding performance and professionalism in their investigative work, corruption prevention and education efforts.

Speaking at the 2013 Awards Presentation Ceremony, ICAC Commissioner Simon Peh Yun-lu praised all ICAC staff for their unfailing efforts in discharging anti-corruption duties without fear or favour amid difficult times.

Peh noted that in meeting the unprecedented challenges, the ICAC would emerge stronger in terms of governance and more competent in upholding the core value of probity in Hong Kong.

At today’s ceremony, Chief Investigator Bryan Fong Chi-kin and former Senior Commission Against Corruption Controller Fung Sai-wo were awarded the Commissioner’s Commendation for their outstanding professional ability in an undercover operation leading to the detection of bribery scams involving Hong Kong Jockey Club membership.

Fifteen other investigating officers received the Operations Department Directorate Commendation. They were Chief Investigators Winnie Lee Wai-yee, Hermann Chan Mui-hing; Acting Chief Investigator Jack Hui Cheung-yu; Senior Investigators Eric Yong Chi-hu ng, Kelvin Choi Kwok-leung, Vivian Ip Wai-man, Lawrence Hong Chi-man, Matchy Mak Cheung-wing, Raymond Yung Lai-ming, Jennie Sum, Jacqueline Lai Lam Pui-fong, and Investigators Lawrence Kam Wai-bun, So Tak-tim, Alchian Poon Lap-fung and Cressida To Pui-han g.

They were praised for their outstanding investigative ability, devotion and professionalism in carrying out investigations in 12 corruption cases.

Apart from the above membership scams, six other cases were related to the public sector. They included a housing allowances fraud involving a government principal official and an assistant director of a government department; misconduct cases involving a Superintendent of Police over a liquor licence application and two officers of the Correctional Services Department over the examination of urine samples of discharged inmates; corruption investigations leading to the conviction of an Auxiliary Police Of ficer and six members of a vice syndicate, two directors of a subcontractor of the Water Supplies Department, and a member of the Minor Works Contractors Registration Committee.

Five other cases were related to the private sector, respectively involving an executive director of a listed company jailed for 74 months for fraud, theft and using false instruments; seven insurance agents sentenced for bribery and deceiving commissions ; an insurance agent, an insurance broker and a car salesman jailed for fraud; conspiracy to defraud involving two employees of an optical lens company; and two directors of an optometric company jailed for fraud.

Officers responsible for formulating of a guidebook to facilitate the preparation and implementation of surveillance operations under the Interception of Communications and Surveillance Ordinance were also awarded the Operations Department Directorate Com mendation.

In addition, 50 other investigating officers received the Operation Department Assistant Director’s Commendation for their outstanding performance in investigating various corruption cases.

Meanwhile, two officers of the Corruption Prevention Department received the Director of Corruption Prevention’s Commendation.

Chief Corruption Prevention Officers Margaret Chan Sau-king and Alpha Leung Chung-ping were commended for their contribution in reviewing the Initial Public Officering regime to prevent corrupt practices and assisting the government to build in effective corruption prevention measures in the “Operation Building Bright” scheme respectively.

This year, three officers received the Director of Community Relations’ Commendation for their outstanding performance in organising public education programmes.

Senior Community Relations Officer Willis Wong Kwok-wai was commended for his exceptional ability in planning and organising a series of Support Clean Election programmes for the Chief Executive Election, the Election Committee Subsector Election and the Legislative Council Election.

Senior Community Relations Officer Lawrence Chiu Ming-wah received the commendation for his professionalism in developing an e-learning package for the banking industry, while Community Relations Officer Esther Poon Mei-po was commended for her exceptiona l ability in producing a series of training videos for major trades and industries.

Five serving and former ICAC officers, who were earlier honoured by the Government, also received souvenirs from the ICAC Commissioner.

Assistant Director of Corruption Prevention Mok Wah-hoi received the Hong Kong ICAC Medal for Distinguished Service, while former Regional Officer Dorothy Cheung Kwei-ying, Acting Principal Investigator Freud Yip Kwong-fuk and Chief Investigator Andrew Wo ng Huen-ming received the Hong Kong ICAC Medal for Meritorious Service. Senior Commission Against Corruption Controller Tam Tak-sun received the Medal of Honour.

Meanwhile, over 90 serving and former ICAC officers and staff of various ranks and grades were given medals, certificates or plaques for their long services in the Commission and the Government.
