Ex-IO chairman in court for allegedly soliciting bribe from security guards

A former chairman of the incorporated owners (IO) of a residential building today (Monday) appeared in the Eastern Magistracy after being charged by the ICAC with soliciting a bribe of $4,000 from a security supervisor and two security guards in relation to the approval of a one-off hardship allowance.
Hsu Chun-pin, 54, former chairman of the IO of Wang Fai Mansion (WFM), who was charged by the ICAC last Thursday (April 10), faced one count of agent soliciting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance (POBO).
The defendant pleaded not guilty to the charge today. Principal Magistrate Ms Bina Chainrai adjourned the case to May 5 this year for a pre-trial review.
At the material time, the defendant was the IO chairman of WFM in North Point. Goldwell Property Management Limited (GPML), which was entrusted by the IO to take charge of the management of WFM, deployed Lam Chor-min, Cheung Kam-chung and another person (the trio) to work at the building.
The charge alleged that on April 20 last year, the defendant, without lawful authority or reasonable excuse, solicited a bribe of $4,000 from the trio as a reward for supporting their applications for one-off allowance made to the IO of WFM by them.
The defendant was granted cash bail of $5,000. He was also ordered not to interfere with prosecution witnesses.
Lam, 59, and Cheung, 61, respectively security supervisor and security guard of GPML, who were also charged by the ICAC for their roles in the case, earlier pleaded guilty to one count of offering an advantage to an agent, contrary to Section 9(2)(a) of t he POBO. Both defendants were today sentenced to three months’ imprisonment, suspended for 18 months.
The prosecution was today represented by ICAC officer Edwin Tsang.
