Ex-IO chairman in court for allegedly pocketing $390,000

A former chairman of the incorporated owners (IO) of a residential estate appeared in the Fanling Magistracy today (Monday) after being charged by the ICAC with pocketing IO funds totalling about $390,000.

Ku Wing-kun, 57, former chairman of the IO of Jade Plaza, who was charged last Thursday (August 7), faced two counts of theft.

The defendant pleaded not guilty to the charges. Principal magistrate Ms Bernadette Woo Huey-fang adjourned the case until October 14 for a pre-trial review and October 28 for a trial.

The case arose from a complaint alleging the defendant of having used false documents to deceive IO funds, contrary to Section 9(3) of the Prevention of Bribery Ordinance. Subsequent ICAC enquiries revealed the above alleged theft offences.

At the material time, the defendant was the chairman of the management committee of the IO of Jade Plaza in Tai Po.

One of the charges alleged that on November 20, 2009, the defendant appropriated a sum of $50,000 from the bank account of the IO of Jade Plaza.

The other charge alleged that on February 4, 2010, the defendant appropriated another sum of $339,946 from the bank account of the IO of Jade Plaza.

The defendant was granted cash bail of $100,000.

The prosecution was today represented by ICAC officer Lau Ka-ki.
