Tai Po DC member charged with $500,000 false claims

A member of the Tai Po District Council (DC) has been charged by the ICAC today (Friday) for his alleged role in false claims of Operating Expenses Allowances (OEAs) and Operating Expenses Reimbursements (OERs) totalling about $500,000 from the Tai Po DC.
Lo Sou-chour, 59, faces four counts of fraud, contrary to Section 16A(1) of the Theft Ordinance.
The defendant will appear in the Fanling Magistracy at 9:30 am next Wednesday (September 10) for plea.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged fraud offences.
The charges allege that between September 2008 and August 2013, the defendant, by deceit, falsely represented to the Tai Po DC Secretariat that three councillor assistants and a part-time councillor assistant had been fully paid their salaries when reimbu rsements for OEAs or OERs were sought.
It is alleged that with intent to defraud, the defendant induced the Tai Po DC Secretariat to approve his reimbursement claims, which resulted in benefit to him or prejudice to the Government. The alleged claims were said to amount to about $500,000.
The defendant has been released on ICAC bail, pending his court appearance next Wednesday.
