Senior foreman charged with bribery over HK-Zhuhai-Macao Bridge project

A senior foreman of a contractor of the Hong Kong-Zhuhai-Macao Bridge project has been charged by the ICAC today (Friday) with offering a casino token in the value of $50,000 twice to an employee of an independent consultant for conniving at sub-standard materials supplied to the project.

Lee Shu-shan, 43, a senior foreman of China Harbour Engineering Company Limited (CHECL), faces two counts of offering an advantage to an agent, contrary to Section 9(2)(a) of the Prevention of Bribery Ordinance.

The defendant has been released on ICAC bail, pending his appearance at the Tsuen Wan Magistracy in the morning of next Tuesday (November 11) for plea.

At the material time, CHECL was awarded a contract by the Highways Department (HyD) for the construction of seawalls in the development project of the Hong Kong-Zhuhai-Macao Bridge. Ove Arup & Partners Hong Kong Limited (OAP) was appointed by HyD as an i ndependent consultant to supervise the work of CHECL.

As a senior foreman of CHECL, the defendant was tasked to monitor the construction of those seawalls in the development project.

One of the charges alleges that on October 16, 2013, the defendant, without lawful authority or reasonable excuse, offered a non-refundable casino token from an unidentified casino in Macao in the value of $50,000 to an employee of OAP as a reward for con niving at the sub-standard materials for the construction of seawalls in the development project.

The other charge alleges that on October 21, 2013, the defendant, without lawful authority or reasonable excuse, offered the same non-refundable casino token to the employee of OAP for the same reason.

CHECL and OAP have rendered full assistance to the ICAC during its investigation.
