ICAC launches publicity drive to promote clean rural elections

The ICAC has rolled out a multi-faceted education and publicity campaign to drive home the message of supporting clean and fair Rural Representative Election as nominations will open for candidates tomorrow (November 14).

Upon submission of their nominations, all candidates will be given a copy of the ICAC’s “Clean Rural Elections” information booklet, containing a gist of provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) enforced by the ICAC.

“The booklet also features questions and answers summarised from enquiries and concerns raised by candidates of previous rural elections, such as hosting basin meals and organising overseas trips for voters,” said Ms Lily Chung Lai-tuen, ICAC’s Programme Coordinator (Elections).

Candidates and their helpers are encouraged to refer to a Dos and Don’ts checklist in the booklet in conducting electioneering activities to avoid inadvertently contravening the law. The booklet also pertains to the elections of Rural Committee and members of the Heung Yee Kuk to be held in early 2015.

Meanwhile, ICAC Club members, a group of volunteers recruited by the Commission, will stage a drama performance at various elderly centres to help promulgate the clean elections message, while a specially designed mobile exhibition vehicle is visiting aro und 100 rural places.

Ms Chung also noted that for the first time, the electoral law has extended its ambit to the Kaifong Representatives elections in Cheung Chau and Peng Chau.

Under the ICAC campaign, a feature video highlighting common pitfalls in rural elections will be shown on infotainment channels on public buses, trains, minibuses, ferries to Cheung Chau and pier of Peng Chau.

In addition, a pamphlet to warn against “vote-rigging” offences at the Rural Representative Election will be distributed to the public.

An information leaflet with the clean election message will also be mailed to all voters along with the polling notice.
