Over 70 graft busters commended for professionalism and dedication

Over 70 officers of the Independent Commission Against Corruption (ICAC) were today (Friday) awarded commendations in recognition of their exemplary and professional performance.
Speaking at the 2014 Awards Presentation Ceremony, ICAC Commissioner Simon Peh Yun-lu praised ICAC staff for their unswerving service amidst unprecedented challenges in the past year.
Mr Peh noted that the Commission’s achievements were founded on the high level of professionalism of its officers and the combined efforts of the Operations, Corruption Prevention and Community Relations Departments as well as the Administration Branch, all working towards the same goal.
The Commissioner urged colleagues to keep up with their professionalism and team spirit in safeguarding the good reputation of Hong Kong as a clean city.
At today’s ceremony, Chief Investigators Wendy Yip Lai-lin and Kitty Lau Kit-yin were awarded the Commissioner’s Commendation for their outstanding investigative ability, perseverance and dedication in an investigation leading to the conviction of a chief trader of a foreign investment bank and the head of a fraud syndicate for corruption offences. Both defendants were sentenced to seven years’ imprisonment.
Twenty-five other investigating officers received the Operations Department Directorate Commendation. They were Senior Investigators Phoebe Tsang Hin-yee, Allen Leung Wing-hang, Natasha Li Wai, Aggie Lo Pui-sze, Jack Ng Wing-fung, Jalen Cheung Chun-hong, Michael Tsoi Ching-kit, Gary Leung Hiu-yin; Investigators Keith Chu Wai-po, Cindy Ho Pui-ha, Horace Wong Hiu-keung, Joseph Leung Ka-ho, Herbert Lee Siu-fai, Jan Tsang Lai-ming and 11 officers of a supporting unit.
These cases included investigations involving a businesswoman bribing a public servant; bribery and conspiracy to defraud by TV game show participants; a senior managerial staff of a tunnel company involved in bribery; and corruption and money laundering offences involving senior executives of a number of listed companies.
Other cases related to corruption and misconduct cases involving police officers and misconduct in public office of a senior officer of the Education Bureau.
The officers of the supporting unit were commended for their outstanding professionalism in the implementation of the Digital Video Disc Subtitling System for showing videoed interviews in courts.
In addition, 39 other investigating officers received the Operations Department Assistant Director’s Commendation for their outstanding performance in investigating various corruption and related cases.
Meanwhile, three officers of the Corruption Prevention Department (CPD) received the Director of Corruption Prevention’s Commendation.
Chief Corruption Prevention Officers Wendy Au Man-ling, Alpha Leung Chung-ping and Cheung Chin-kit were commended for their contribution in producing corruption prevention guides respectively for Chinese medicine practitioners, the construction industry a nd building maintenance.
Another CPD officer was awarded the Assistant Director’s Commendation for providing timely corruption prevention advice to a government department.
This year, four officers received the Director of Community Relations’ Commendation for their outstanding performance in organising public education and publicity programmes.
Senior Community Relations Officers Amy Chung Wai-sze and Kathleen Man Ka-yin were commended for their professionalism and outstanding ability in organising different programmes under the “ i-Relay ” Youth Integrity Project.
Chief Mass Media Officer Anita Lo Heung-lan received commendation for the planning and production of the ICAC Drama Series 2014, while Senior Community Relation Officer Edwin Watt Wai-yeung was commended for planning and organising the “ The Quiet Revolution: 40 Years of ICAC Drama Series ” with the Hong Kong International Film Festival Society.
A Senior Clerical Officer received the Administration Branch Assistant Director’s commendation for his 40 years of exemplary conduct and meritorious performance in the Commission.
At today’s ceremony, four serving and two former ICAC officers who were earlier honoured by the Government also received souvenirs from the ICAC Commissioner.
They were Director of Corruption Prevention Tse Man-shing who received the Bronze Bauhinia Star; Principal Investigators Patrick Ho Chi-ho and Peter Choi Shuen-hung, and former Art Director Josiah Lam Chin-sang who received the Hong Kong ICAC Medal for Me ritorious Service; and Senior Investigator Peter Lee Wing-sun and former Senior Investigator Eric Fan Sai-chor who were awarded the Medal of Honour.
In addition, 96 serving and former ICAC officers and staff of various ranks and grades were given medals, certificates or plaques for their long service in the Commission and the Government.
