ICAC promotes clean EC Subsector Elections through a multifaceted education and publicity campaign

The nomination period for the Election Committee (EC) Subsector Elections commenced today (October 7). The ICAC has launched a multifaceted education and publicity campaign under the theme “Abide by the Rules, Support Clean Elections” and worked closely with relevant government departments and organisations, including the Electoral Affairs Commission (EAC), the Registration and Electoral Office (REO), the Department of Justice, the Constitutional and Mainland Affairs Bureau, etc., to ensure the elections are conducted in a fair, open and honest manner, and are free from corrupt and illegal conduct.

The EC Subsector Elections will be held on November 22, with the nomination period running from October 7 until October 20. “Since July, the ICAC officers have attended over 100 meetings of the District Fight Crime Committees, the District Fire Safety Committees and the Area Committees (collectively referred to as "the three committees") to brief about 3,000 members of the three committees on the requirements of the Elections (Corrupt and Illegal Conduct) Ordinance. We have also proactively contacted relevant organisations and professional bodies from various sectors to arrange talks for eligible voters,” ICAC’s Programme Coordinator (Clean Elections) Ms Debbie Ly Uyen-g noted.

Ly added that to remind all stakeholders to jointly uphold clean and fair elections, the ICAC will also attend the briefing session organised by the EAC for candidates and election agents early next month, as well as the seminars arranged by the REO for electoral staff regarding the electoral law.

The ICAC has also produced reference materials, including the “Clean Elections Information Booklet”, “Reminder to Voters”, “Reminder to Candidates on Election Return” and promotional leaflets with frequently asked questions, to enable candidates, election agents and voters to understand the electoral law and remain vigilant against illegal activities so to avoid contravention of the law.

The ICAC has launched a dedicated website for the EC Subsector Elections (https://www.icac.org.hk/icac/elect/ecs/en/index.html) to provide reference materials on clean elections and details of ICAC’s education and publicity services. Members of the public may call the Clean Election Enquiry Hotline 2920-7878 for enquiry of the electoral law and clean elections information.
