Duo charged with perversion by obstructing police action against illegal sale of liquor

A security supervisor of an industrial building and an operator of a bar have been charged by the ICAC today (November 7) with perverting public justice by obstructing law enforcement actions by the Hong Kong Police Force (HKPF) against illegal sale of liquor at the bar.

Lee Lap-kan, 34, security supervisor of an industrial building in Tuen Mun, and Zhao Qinwa, 49, an operator of a bar, face a joint charge of conspiracy to pervert the course of public justice, contrary to Common Law and Section 159A of the Crimes Ordinance.

The defendants will appear at the Tuen Mun Magistracy on Friday (November 9) for plea.

The case arose from a corruption complaint referred by the HKPF. Subsequent ICAC enquiries revealed the above alleged offence.

At the material time, Lee was a night shift security supervisor of an industrial building in Shek Pai Tau Road, Tuen Mun. Zhao was operating a bar cum karaoke establishment in the industrial building.

The charge alleges that between January 1, 2015 and October 7, 2017, Lee and Zhao conspired together to pervert the course of public justice, namely obstructing and frustrating the law enforcement actions by the HKPF against illegal selling of liquor at the bar cum karaoke establishment in the industrial building by Lee providing advance warnings to Zhao of the imminent police check or operations to the establishment.

The HKPF has rendered full assistance to the ICAC during its investigation into the case.

The defendants have been released on ICAC bail, pending their court appearance on Friday.
