Senior police photographer admits using false quotations to procure $340,000 goods and services

A Senior Special Photographer of the Hong Kong Police Force (HKPF), charged by the ICAC, admitted at the Eastern Magistracy today (November 7) that he had used false quotations to procure over $340,000 worth of goods and services from two companies.

Samuel Cheung Kim-fung, 54, pleaded guilty to eight charges of using a false instrument, contrary to Section 73 of the Crimes Ordinance.

Principal Magistrate Mr Peter Law Tak-chuen adjourned the case until November 28 for sentence, pending background and community service order reports, and granted the defendant bail.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above offences.

The court heard that at the material time, the defendant was a Senior Special Photographer of the Photographic Section of Identification Bureau in the HKPF, who was responsible for, among other duties, handling the purchase of goods and services for the section in accordance with the Stores and Procurement Regulations of the Government.

As required by the regulations, the defendant should invite more than one supplier for quotations for a purchase with a value not exceeding $50,000.

Between September 10, 2014 and August 1, 2017, the defendant used false instruments, namely nine quotations issued in the names of three companies, with the intention of inducing his two supervisors to accept them as genuine. In fact, the quotations were not issued by those companies.

As a result of those false quotations, the defendant procured over $340,000 worth of various photographic products and services from two other companies, the court was told.
The HKPF had rendered full assistance to the ICAC during its investigation into the case.
