Industrial building supervisor charged with bribery over garbage disposal service

A supervisor of a property management company has been charged by the ICAC today (June 28) with conspiracy for a former cleaning worker to accept bribes from a food manufacturer tenant of an industrial building for discarding a massive amount of garbage.

Siu Fung-ming, 65, supervisor of New City Property Management Company Limited (New City), faces one count of conspiracy for an agent to accept advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance.

The defendant will appear at the West Kowloon Magistracy next Wednesday (July 3) for plea.

At the material time, the defendant was employed by New City as a supervisor of an industrial building in Kwai Chung. She was responsible for overseeing the work of a cleaning worker employed by a contractor providing cleaning services to the building.

The cleaning contractor was required to provide cleaning services at the common area of the building, excluding the disposal of a massive amount of industrial garbage of individual tenants or owners.

The charge alleges that between May 1 and September 29, 2017, the defendant conspired together with the cleaning worker and a representative of a tenant at the building for the cleaning worker to, without lawful authority or reasonable excuse, accept bribes totalling approximately $1,500 from the representative of the tenant, as a reward for the cleaning worker to discard the garbage belonging to the tenant.

New City and the cleaning contractor have rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending her court appearance next Wednesday.
